From a pilot project to be full-developed, the college-graduate village officialpolicy has experienced20years of running-in and testing, and still be constantlyimproved. In rural, the grassroots talents are severely lacking, and the quantity andquality of the existing talents is far from reaching the need of new rural construction,meanwhile the university students also confront the employment difficulty, whichcaused by a series of factors, such as the expanded enrollment of higher education.Therefore, the Student Village policy is published to ease these tough situations.Nowadays, in the study of policy, our country pays more attention on thepolicy-making, and for the student village policy it focuses on the angle of humanresources management. Taking Quanzhou as an example, this paper will analyze theimplementation of the student village policy with the implementing perspective ofSmith process model. With the relevant data collected from questionnaires, interviews,visits etc, this paper will present the problems in the work of Student Village andrestore their true thoughts by integrating the content of interview with the problemanalysis and method exploration.Since the reasons of policy implementation affected by Smith process model aredivided into four variable quantities, which are simple, clear, and easy to operate. So,as to the proposal of problems, the analysis of causes and ways to improve theimplementation of policy, this paper makes analysis and conclusion from four aspects:the policy itself, executive body, the target groups and environment. This paperanalyses the original intention of the Student Village work in Quanzhou, their maintasks, life, and attitudes to work. Through these analyses, it will provide direction tofind the reasons of the problems in the implementation of Student Village policy. Forthe ways to perfect the implementation of this policy, this article provides fouranalytic results: first, in the aspect of idealized policy, policies should maintainrelative stability to give college-graduate village official some psychological sense ofsecurity; then, give clear definition of the role of Student Village official and solve theproblems of rationality and legitimacy of the role; third, it is necessary to improve theflow mechanism. With the increasing number of Student Village official, it becomesmore important to deal with the export problems. Second, in the aspect of executivebody, it needs to build a sound platform combined with the practical condition ofQuanzhou city to increase the support for the Student Village official’s pioneeringwork; besides, the performing organizations should strengthen their communications.Third, in terms of target groups, student officials should improve their cognitiondegree of this policy and specialized knowledge, and enhance their practical ability, and learn skills actively. Fourthly, in the environment of policy implementation, itrequires support from the living environment, work environment and social macroenvironment.
