Selection and recruitment of college graduates for villages has deep strategic meaning to improving rural official organization structure,promoting socialist new countryside construction and training excellent back-up talent. College-graduate village official policy has been implemented for several years, which effectively pushes the development of rural economic society and is acknowledged and welcomed by governments at all levels and the public. Implementing effects are affected and restricted to some extent because the incentive mechanism of college-graduate village official is not perfect, and some policies are not fully carried out.Starting from the work situation of college-graduate village official in Shanxi Province, referring to expectancy theory, equity theory, hierarchy need theory and human capital theory, and based on deep interviews with part of college-graduate village officials and grassroots officers, the essay analyzes and points out 4 problems in incentive mechanism of college-graduate village official of Shanxi by questionnaire survey of 516 college-graduate village officials in different regions. The problems are that remuneration structure is unreasonable, method and content of training is monotonous, evaluation is not carried out effectively and future of the career is not bright. According to the essay, there are four aspects that restrict effective implementation of incentive mechanism of college-graduate village officials, i.e. the work of college-graduate village officials is not understood, they cannot work together, incentive methods have defects and college-graduate village officials have deviation in cognition of themselves. Finally, for abovementioned factors, by establishing and implementing scientific and reasonable incentive measures, the essay puts forward strategies and suggestions from 4 aspects, i.e. identifying responsibilities of management department, perfecting incentive measures, expanding developing space of college-graduate village officials and strengthening self- construction of college-graduate village officials, to fully arouse enthusiasm of college-graduate village officials and ensure they could work well in villages, stay there and willing to go to other places, so that they can contribute to the development of rural economic society.
