Public institution is a unique nature of the rather special class of organizational unit which was lifted by the planned economy. It become the inevitable initiatives to reform deepen the form of public institution because of the problem of long-term accumulated inside the unit by personnel miscellaneous heavy financial. With the promoting of classification reform, the existing institutions will be forced to restructure, merge. The pure public welfare institutions and institutions will be the subject in the future. The core of the public institutions reform is the reform of personnel system. The personnel reform is the fundamental driving force within reform of institutions.This study introduced the history of evolution of the personnel system of public institutions, and then specifically analysis exist problems in the reform of personnel system pure public institutions.Overall, there are following problems in the personnel system reform of pure public welfare institutions. It is lack of fairness and justice; lack of flexibility in personnel management; social security system is flawed; lack of standardized management for wages; talent mobility system is not perfect; job design and management is not reasonable; the lack of effective staff management system for retired.The author there are several reasons for above problems after in-depth analysis: lack of guidance and standards by specific laws and regulations, the organization's functions and responsibilities are not clearly defined, lack of supporting security system; impact and constraints of traditional personnel management system, institutional rigidity, the power of human resources exploit about unit; ideas is not in place, the habit of thinking become resistance on the reform of the formation, the "self" awareness become an obstacle to reform; unit internal category management is not clear, institutional norms was lack, standards are not uniform; effective flow of talent and training system was lack.Full account the actual reform of institutions and the attributes and characteristics of pure public welfare institutions, the author suggests that there are seven measures should be took to promote the smooth progress of reform.First, establish and improve personnel management laws and regulations of pure welfare institutions, especially regulations and laws about pure public welfare institution staff, clear the legal status of pure public welfare institutions.Second, improve personnel management system to support the reform, establish and improve staff recruiting system, and continuously improve staff welfare system and social security system, establish and improve personnel management and supervision mechanisms.Third, strengthen the ideological and political education and improve the personnel system reform and advocacy efforts.Fourth, accelerate the pace of classification reform of institutions'personnel management; establish a sound internal management system of classification standards, harmonization of classification criteria.Fifth, improve the performance appraisal system of the pure public institutions.Sixth, clear functional responsibilities of the pure public institutions.Seventh, establish a sound mechanism for training and mobility.
