Scientific public institutions are one of the important components of China's public institutions,bear the scientific research work in China,involving natural science research,social science research,comprehensive scientific research and science and technology research work,is an important impetus to China's scientific research One of them.Reform and improve the personnel system of scientific research institutions is to promote China's scientific research institutions management system reform,and further change the key link of science and technology operation mechanism.After more than 10 years of scientific and technological reform,China's scientific research institutions have been more generally implemented the hospital(the)long responsibility system,professional and technical functions of the appointment system and other internal management system,effectively inspired the broad masses of scientific and technological personnel of the spirit of innovation and work enthusiasm.However,the current research institutions are still varying degrees of employment mechanism is not flexible,the distribution system is not suited to the new situation of scientific and technological work and other issues,unreasonable allocation of human resources situation has not been fundamentally resolved,failed to fully form a staff Can be out,the title can be on the next,the treatment can be high energy low,excellent top-notch talent come to the fore,full of vitality and vitality of the employment mechanism.Scientific research institutions have been constrained by attracting talents,cultivating talents and retaining talents,thus affecting the construction of scientific research team,which indirectly affects the progress and efficiency of scientific research work.This paper starts from the practice of Yunnan Academy of Agricultural Sciences,analyzes the present situation and existing problems of personnel system reform,analyzes the reasons behind the problems,and then summarizes the general problems and causes in the personnel management of scientific research institutions in China.Resource management methods,and then put forward to improve and perfect scientific research institutions of personnel system countermeasures and suggestions.
