Analysis On Problems And Countermeasures Of Grassroots Pension Institutions Under The Framework Of Public Goods

This study is a field investigation on the current situation and problems of local pension institutions.On the basis of field research done early on,concerning the current pension problems under the background of population aging and family structure change,from the perspective of“public goods”, this paper is composed of 5 parts.The first part introduces the background and significance of this paper,summarizes the research situation of home and abroad,then illustrates framework and research methods of this paper.The second part introduces the relevant concepts and theories.The third part is about the field investigation of pension institutions in Lipu County.It firstly introduces the aging of the population of Lipu County, then according to the relevant interview data and the results of the survey through formal interviews and field observation,it introduces the basic situation of pension institutions in Lipu County.According to the interview data,then makes a qualitative analysis on pension institutions,reveals the service provided by pension institutions. The fourth part objectively points out the problems existing in the operation process of pension institutions and analyzes reasons of these problems. The fifth part is meant to put forward the countermeasures and suggestions to solve the problems mentioned above.The study found that the infrastructure of pension institutions in Lipu County have been improved,and the service provided by the pension institutions can basically meet the needs of most elderly,while there are still several existing problems,such as lack of money and work staff,low professional degree,low quality of service,preferential policies are difficult to implement.These problems can make a deep effect on the satisfaction of elderly.So this paper puts forward sevaral countermeasures and suggestions,including increasing capital investment,encouraging social capital to participate in the pension institutions construction,improving software and hardware facilities, perfecting the quality of service,guiding the elderly people and their children to change their endowment view and so on, hopes to provide beneficial experience for long-term healthy development of the local pension institutions.
