The performance appraisal of public institution personnel is an important part of deepening the reform of public institution personnel system.It is the basic link of strengthening the employment management of public institution,realizing "being able to go up and be able to go down",and improving the distribution of performance-related salary.It is also an important way of selecting high-quality talents.Since the application of “the performance appraisal of Chengdu public institution personnel method ",most of the institutions units have already set up the staff performance appraisal system.It acts as an motion in promotion,employment,performance rewards and punishments,income distribution,training,resignation,and also played a positive role in arising the enthusiasm and improving working abilities of the employees.On the basis of carrying out performance appraisal of public institution personnel in chengdu,we need to combine with the results of current institution classification reform,the personnel system reform,income distribution system reform,paying more attention to building a service-oriented government,strengthening the institutions of public property,promoting more sufficient,balanced,efficient public services.only focusing on the establishment of the performance appraisal system,evaluation mechanism and methods,application of assessment results,sound supervison mechnism on personel work can make the application of personnel performance appraisal keeping up with the time and in line with the current non-profit orientation and the objectives and requirements of public institutions,and playing its human resource efficiency.Based on performance appraisal theory,new public service theory,the public service motivation theory,using the methods of literature study,questionnaire,interview,through collecting relevant data,field interviews and statistical analysis,this article studies the personnel performance appraisal work of public welfare institutions in Chengdu.Through investigation and research,finding that the orientation and the purpose of performance appraisal indicators design has deviated from the public property of the institution to a certain extent.Problems of performance appraisal such as ignoring the evaluation standards of public service performance,unsound appraisal standards,lagging evaluation methods and technologies,insufficient use of informatization technology,in sufficient role of assessment,incomplete communication and supervision mechanism can be found to certain extent.On the basis of objective analysis of the causes of the problems,learning from the advanced experience of other cities,promoting the suggestions of personnel performance appraisal in the public welfare institutions in chengdu: firstly,to etstablish complete and sound performance appraisal system of laws and regulations;secondly,to optimise appraisal contents,and establish "to serve the public interest as the guidance" performance appraisal system;thirdly,to improve assessment methods and combine with innovative technological methods;fourthly,to keep smooth communication and paly the role of assessment appraisal.These countermeasures and suggestions are aimed to provide references for chengdu public institutions personnel comprehensive management department to formulate and improve the performance appraisal policies and regulations of public institutions personnel.
