With the continuous advance of the modernization process, China has madeconsiderable progress in politics, economy, society, culture and other aspects andpeople's living standards are effectively improved. However, the political, social and economicissues in the development process are increasingly prominent. The village governance issue is arepresentative one in the process of modernization. China is a large agricultural country. Itscountry property and specific conditions determine that China can neither realize themodernization in the cities only nor measure the level of the modernization developmentaccording to the development level of the cities. The solution of the problems facing agriculture,rural areas and farmers is the only road to better achieve the prosperity of the whole country, theharmonious development of the entire society and the continuous improvement of the overallquality of the citizens.Since the1980s, the disintegration of people's commune system as well as thehousehold contract responsibility system with remuneration linked to outputpromoted in the rural areas marked that the village governance entered a completelynew stage. As a sign of system changes, the implementation of the countrysideautonomy model naturally arouses extensive concerns in social circles. Its result isdirectly related to the economic development and the social harmony in the ruralareas. But it is well known that any system change must face various issues at theearly stage. The particularities of the villages and the state's exploratory phase of therural governance both determine that the promotion of the village autonomy still hasa long way to go. Therefore, it becomes more important to find a reasonable way for the village governance against the background of vigorously constructing theharmonious society and building the new socialist countryside.By summarizing and learning from the existing researches of the villagegovernment in the academic circles and based on the author's one-year experience ofparticipation in the aid-to-the-poor projects by the Central Committee of the YouthLeague, this paper makes an in-depth research on Dunhuang city to obtain thefirst-hand information. With the theoretical knowledge of the sociology, it tries tomake a sociological analysis on the interactive mode of the relations between thestate and the society in the village governance.In this paper, the interactive model between the state and society will beanalyzed based on the theories of the relations between them and the process-eventanalysis method. Although China began to set foot in the village governance early,the most are the institutional recommendations, lacking the systematic descriptionand in-depth analysis of the countryside autonomy system, the roles and functions ofvillage cadres, and the research of the specific interactive mode between thegovernment and the citizens from the perspective of the relations between the stateand the society. Therefore, with the relations between the state and the society as thetheoretical framework, the author explores the specific interactive mode betweenthem in the village governance and draws the following conclusion: it is relative forthe state and the society to be strong or weak. A comparison process can determinewhich one is stronger. And, among different levels of governance, the roles of thestate and the society show a complex relation of relative strength and weakness.Meanwhile, based on the author's one-year personal experience and in-depthempirical studies as well as two specific cases of calling the farmers to plant grapesinstead of cotton and demolition and reconstruction in Dunhuang City, this paperrestores the interactive mode of solving the problems in the village governancethrough the dynamic events and explores the solutions to the issues in the villagegovernance. It explores the ways from three levels: state, organization and society.First of all, the state should effectively establish and improve the appropriate laws and regulations; secondly, the informal organizations should give full play to thepositive role of active promotion; thirdly, it is also one of the effective ways toimprove the overall quality of villagers and their participation in the deliberation andadministration of state affairs.Under the background of the structural transformation in China, this paperstudies the current status and existing confusions of the village governance, proposesthe effective recommendations on the problems in the village governance with theexploration of the interactive mode of the relations between the state and the society,identifies the commonness between them in the process of events by combiningthem together dynamically, and finally puts forward the reasonable countermeasuresand recommendations. This study is not only of the positive significance to thefurther development of the village governance in Dunhuang City, but also of greattheoretical and practical meanings to the harmonious development of the wholesociety against the background of the modernization transformation.
