Renovation Guides Autonomy:The Logic Of Rural Autonomy Development In The Suburbs Of Metropolis

Since 2014,innovative social governance and strengthening grassroots construction have become the basic lines of social governance in Shanghai.At the same time,the suburban society is a population inflowing society with close relationship between urban and rural areas.The urban—rural relationship closely limits the development space of suburban society,and the population inflowing society requires the theme of governance to be highlighted.In recent years,frequent ecological environmental remediation has profoundly shaped the rural governance system and capacity patterns in the suburbs of Shanghai.According to previous research,the state's intervention always has a strong coercive color and even dispels the ability of social autonomy.However,in the suburban village of Shanghai,this phenomenon has been discovered:The new elite of villagers' active participation,the frequent convening of village group meetings,and the reactivation of social organizations have all shown that rural autonomy is booming in the process of the national power intervention policy landing.Therefore,with the intervention of the state,rural autonomy is not a fate that tends to dissolve,but a result of "remediation guides autonomy".This paper attempts to establish a theoretical analysis framework of "remediation guides autonomy" to understand the basic logic of rural autonomy development in the metropolitan suburbs.This paper takes the rectification that is being carried out in X Village of Shanghai as a case,adopts participation observation method,in—depth interview method,literature method and other methods.Under the background of close urban—rural relationship and population inflow society,the process of the development of rural autonomy in the suburbs of metropolis is explored and analyzed.First of all,in the shaping of the sense of autonomy,the concept integration is realized through the communityization of policies,the enlargement of the consent circle and the narrative and translation of policies.And the resources of the village interest,village reputation and village face are used for joint construction.Secondly,in terms of the development of autonomous organizations,on the one hand,it shows that the state plays an important role as a constructor in the process of remediation in X village;on the other hand,it points out that the organizational management team is the reorganization of the basic autonomous unit in the process of rectification.Thereby,achieving the soundness of the rural governance system.Finally,in terms of the improvement of autonomy,the frequent rural autonomy promotes the flexibility of autonomy and the wisdom of autonomy,thus achieving the effect of improving autonomy.Through X village's experience of rural autonomy,it is the tension between the state and society,the government governance and the rural autonomy:The state is the exogenous power of rural autonomy development,and the process of rural autonomy reflects a development logic of non—confrontation but cooperation between the state and society.
