Research On Performance Evaluation Mode Of E-government Based On Value Analysis

The development of Internet technology provides more convenient conditions for the innovation of government. E-government (Electronic Government, referred to as EG), which is a new administrative practice brought by the Internet revolution, has become an important way in which modern governments seek to achieve objectives of changing, and is increasingly subject to the attention of the community. Almost every country proposes e-government programs suited to their development based on this guiding ideology the establishment of government management mode and operation mechanism, which facilitate public service. The aim is to strengthen the management of public affairs and public services, and promote interaction and cooperation between the public sectors and the public by electronic means. The public management concept is that if there is no measure to quantify, one cannot manage. This necessitates performance evaluation of e-government. E-government has lots of characteristics such as high investment-high income, high risk, long life cycle, and the investment not reversible. The performance evaluation is the only solution of those problems.At present, most of the e-government evaluation systems in the research field of e-government at home and abroad put emphasis on evaluation of he hardware itself, such as outputs and outcomes (government websites, software, operating platforms and the construction of outcomes), the research on value analysis based evaluation of e-government performance is still at the exploratory stage. Analyzing the value of e-government performance from the public point of view, can make interaction between Government and the public, let the public understand its location in the information environment in the whole society, as well as the relationship with the public, make e-government construction highlight the concept of public center, and will have great significance in improving the effectiveness of e-government construction and planning of e-government development prospects.This study analyzed the obstacle of development of e-government, highlights the necessity of the performance evaluation of e-government.
