Government performance is a complex system. Policy ensures the realization of government structure, at the same time, safeguarding social stability and solving the problem about people’s livelihood. So, it’s the necessity of establishing social security system. This paper intends to develop insights into the concepts as social security and performance evaluation, Based on the selection of4systems for reference and evaluate,this paper selects evaluation system which is suitable to our country and according to the plannable principle of statistical; Then uses the factor analysis methods to asses the developmental level of Social security among14provinces. By this way people can know the whole level of Social security in china and existed problems. Finally, The existing problems in development are given, countermeasures and proposals are made:First, constantly increasing input into social security. Second, set up a multilevel system of rural medical security, based on different rural circumstances of society.By using factor methods, can supplied government beneficial approaches for reference as well.
