Research On Dilemma And Countermeasure Of Xinyu Administrative Examination And Approval System Reform

The reform of administrative examination and approval system is an important link in China's various reforms since the reform and opening up.It is also an important part of the reform of governmental system,as well as an important aspect of building a government ruled by law and a service-oriented government.At present,China's economic development has entered a new normal,which requires a higher position of the government's functions.Further deepening the reform of the administrative examination and approval system,giving full play to the decisive role of the market in the allocation of resources,and better playing the role of government guidance and service are the proper meaning of promoting high-quality economic development and building a service-oriented government satisfying the people,as well as the inevitable requirement of making comprehensive moves to deepen reform and advance the law-based governance of China.Under the background of comprehensively promoting the reform of simplification and decentralization of government,combination of decentralization and management,and optimization of service,it is necessary for local governments to explore and innovate how to truly achieve simpler approval,stronger supervision and better service.On the basis of earnestly collecting and summarizing the theoretical achievements at home and abroad,taking from the perspective of Xinyu City,the smallest prefecture-level city in Jiangxi Province,combined with the author's practical work experience and field investigation,taking the reform of parallel examination and approval system for construction projects in Xinyu City as a breakthrough point,this paper summarizes the experience,practice and existing problems in the reform of administrative examination and approval system in Xinyu City.Then,this paper briefly summarizes the advanced experience of the reform of the administrative examination and approval system of local governments in our country.Finally,through analyzing and sorting out,specific countermeasures are put forward to improve the local government administrative examination and approval system reform from the aspects of promoting service,optimizing the approval proces,perfectingregulation mechanism,regulating intermediary behavior and improving the level of networking.
