Since the late1980s, the construction of legal system in China has entered a new period. From1985to now, in order to enhance the citizens' awareness of law and legal system, the Standing Committee of the National People's Congress has passed the six decisions to popularize legal knowledge to all citizens, and five Five-year Plan of Law Popularization has been implemented continuously. In the past25years, the central and local governments had made unremitting efforts to conduct legal publicity and education among all citizens, and it thus had laid a solid foundation for the process of constructing a socialist country ruled by law in China.China is not only a united multi-ethnic country, but also a large country in which the agricultural population is in the majority, so the further development of law popularization in the ethnic minority countryside is related to the achievement of the aim at constructing a socialist country ruled by law in the whole country. Undoubtedly, with the conduct of25years'law popularization, the national law has entered the ethnic minority countryside cosmically, which has made a progressive impact on the knowledge structure and the order of the rural society from the surface to the inner and from the shallower to the deeper, while the local residents'awareness of rights and legal system, as well as their discourse ability in the game of stakeholders has been improved. However, there are still many problems in the law popularization of the ethnic minority countryside, especially in the purposes and results which show a split and a deviation between the official discourse and civil realities to some extent, due to some objective and subjective factors, such as history, geography, culture, the concept and the operative mode of law popularization, and so on.In view of above, using multidisciplinary research methods of jurisprudence, legal sociology and legal anthropology, the author views the law popularization under the social background of the construction of rule of law in rural areas. And in this paper, the author makes a systematic theoretical study on the operation and development of law popularization in the ethnic minority countryside, analyzes the factors of influencing, constraining and promoting the formation of public belief in law, focused on the study of the relationship between government and citizens, state power and local order, social control and the protection of human rights during the process of law popularization, by arranging and interpreting the fruits of fieldwork and documents. Moreover, based on above research, the author puts forward a number of theoretical proposals concerning the improvement of law popularization in the ethnic minority countryside and the promotion of constructing rule of law in the rural society.This paper has six parts:in the introduction, the author points out the origins and significance of the topic, the existing research situation, as well as the research ideas and methods; the Chapter I is about the interpretation of the concept of law popularization and a macro-description of the political foundation and the legal basis of conducting legal publicity and education among all citizens, and the social value of law popularization in rural areas; the Chapter II starts with the current situation of the ethnic minority countryside, indicates the specificity of conducting legal publicity and education in those areas, analyzes the double goals of law popularization, including the maintenance of social order and the penetration of state power, as well as the promotion of villagers'self-management and the satisfaction of the villagers'needs; the Chapter III focuses on the concrete implementation of law popularization, discusses the paths and processes of legal transmission in the ethnic minority countryside, the influence of different operative models on the effectiveness of law popularization and some relevant problems from two aspects including the subjects and the methods; in the Chapter IV, the author uses inquiry data to reveal the attitude of the villagers to the law popularization and the factors of affecting their study, observance and usage of law, indicates the effectiveness of law popularization in the ethnic minority countryside, and then puts forward some reasonable suggestions; the last part is the conclusion, which is composed of a summary of the author's main ideas and a brief discussion on the future of the construction of rule of law in rural areas.
