The rule of law is the CPC Central Committee put forward the basic strategy of governing the country, should conscientiously implement the rule of law strategy of building a harmonious society, it is necessary to comprehensively promote the administration according to law. Since the reform and opening up, China's rule of law degree is much improved and has made substantial progress in the institutionalization of administrative rule of law and public oversight. But due to historical reasons and other reasons, the executive law enforcement status quo is still not optimistic, the law and lax enforcement of impunity, to break the law, corrupt, etc. also exist to varying degrees, in some respects, in some places even quite serious, the current administration according to law in a most realistic and most urgent task to solve this problem, which highlights the necessity and practical significance of research on this topic.Tibet as a region-based ethnic residents of the Tibetan people, must be strictly in accordance with the basic strategy of the CPC Central Committee, conscientiously implement the Law District strategy, the full implementation of the administration according to law, safeguard social stability and building a socialist harmonious new Tibet. In this paper, the actual situation of Tibet's administrative law enforcement, build harmonious Tibet produced unfavorable factors were analyzed, and put forward the countermeasures. Trying to problems that exist in the administrative law enforcement in Tibet as the starting point, analyzed the existing problems in the administrative law enforcement. It is mainly manifested in Tibet quality of administrative law enforcement, illegal administrative, social and institutional aspects. Furthermore, I theoretically investigate the cause of the problem in administrative law enforcement, there are law enforcement officers for their own reasons unknown, theme, multi-party intervention, interest-driven, supervision and enforcement of conditions and reasons. Among them, the law enforcement officers is the primary and underlying causes. On this basis, the author proposes countermeasures. First, strengthening of law enforcement, to improve the quality of law enforcement officers; The second is to strengthen democracy and the rule of law publicity efforts to improve the overall quality of the broad masses of the people, especially farmers and herdsmen; in the development of relevant local policies must be strictly in accordance with the Constitution and laws; law enforcement agencies in the enforcement process in strict accordance with their duties; is to strengthen the supervision of public law enforcement officers; six is to improve the rules and regulations, standardize law enforcement activities. Among them, the improvement of the administrative law system is the external conditions, to improve the quality of the administrative law enforcement team is fundamental to solve problems in administrative law enforcement.
