Since the new millennium, there has been a rapid growth and increasing interest in leadership along with the great changes in business, technology, political and social environments which require the development of effective leadership skills. Organizations view it as one of the key sources of competitive advantage and survey results show an increased investment and resources in leadership development programs, thus how to improve and enhance managers'abilities to lead becomes an emerging issue to address for academia and practitioners.At present, China's public sector has yet to establish a comprehensive leadership development system,there is an obvious gap between the existed circumstances of the public sector and the private sector and its future changes. While at the same time, UK has got some good examples of successful practices of leadership development in public sectors. The public has greater access to view leaders today especially public-sector leaders-through the media focus, the Internet, and greater levels of public awareness.This case study explores the leadership development framework in NHS Scotland in the context of relevant leadership theory and the changing environment for it, internally and externally. Qualitative analysis of the research findings is conducted, mapping various components of the framework encompassing context, key qualities and behaviors, structure and delivery of the leadership development programs and the evaluation process.This dissertation consists of four chapters. The first chapter is a brief introduction, discussing the research background and issues raised, and expounded the significance of the topic of this article, the research objectives and research methods, defining the core concepts and related concepts. In addition, the status and characteristics of the leadership development in China's public sector, practical experience and characteristics of leadership development in western countries are reviewed, and the latest trends in the development of the UK public sector leadership development are listed. The second chapter is the case study of the UK public sector leadership development through the analysis of a case of the Scottish Division of the British National Health Service (NHS). Chapters3and4, respectively discusses the situations of the leadership development in public sector in China and the enlightenment and application of the leadership development in public sector in UK to China.
