Along with China's economic and social transformation, the problem of newdisadvantaged groups arouses great attention from the academic community and thegovernment. From the perspective of social justice and equity, it is very necessary for usto understand and research in the formation mechanism and handling strategy of theproblem associated with these vulnerable groups during China's structuraltransformation.New disadvantaged groups have been formulated in China in recent years. Thesedisadvantaged groups, being of large scale, generally suffered from economical poverty,lack sufficient social security and haven't received fair social justice. As the product ofChina's social and economic transformation evolvement, these groups are experiencingsevere relative deprivation on deserved right and benefits, thus a typical phenomenon ofsocial unfairness. Taking good consideration of the demands from the disadvantagedgroups conforms to the requirement of economic transformation, the maintenance of thesocial justice and the facilitation of long-term harmonious development. From theperspective of these vulnerable groups, the best way to better allocating costs andlightening their burden is to practically configure their needed rights and benefits, tohelp them remove the cost they are bearing, other than merely to remove thetransformation cost that should not be committed to them.Solving the problem associated with the new disadvantaged groups in China, thegovernment should make decisions based on the actual condition of modern China andthe correct understanding of the general principle of "giving priority to efficiency withconsideration of fairness" and put further emphasis on social fairness. When makingpolicies and regulations to support these disadvantaged groups, the target should not bemerely spotted on economic aid and subsidy but on eliminating social exclusion andrealizing social conformity integration. The government needs to gradually improve thesocial security system, provide these groups of people basic living allowances, protecttheir rights and benefits and establish and improve social support system that willactively promote the development of these disadvantaged groups, help them toparticipate in the social development and enhance their social capability andcompetitiveness.
