The transformation from migrant workers to citizens is the inevitable result ofurbanization in China, and is one of the major issues in China's economictransformation process. For now, the transformation from migrant workers to citizensin China is making slow progress, mainly due to the Government's worrying theycannot afford the necessary protection of fundamental rights and the cost of urbanpublic services in the process of the transformation from migrant workers to citizens,and thus delay the reformation of constraining the household registration system of thetransformation from migrant workers to citizens, employment system, the socialsecurity system and the urban and rural land system. As the only municipality inwestern China, Chongqing's urban-rural dual structure is obviously, and this is amicrocosm of China's basic national conditions. Combined with the background of thehousehold registration system reform in Chongqing, this paper studies the cost of thetransformation from migrant workers to citizens in Chongqing Municipality.This article first defines the concept of migrant workers, the transformation frommigrant workers to citizens, expounds the theory of population mobility, cost theory,the theory of urbanization and the urbanization cost theory, and comb the researchstatus of the cost of the transformation from migrant workers to citizens in Chongqing;second, the paper objectively analyzes the status quo of the transformation frommigrant workers to citizens based on the data obtained from my research; third, thispaper estimates the costs of the transition from migrant workers to citizens inChongqing by means of constructing a cost model of people urbanization; Finally, onthe basis of the above study, this paper establishes the cost-sharing mechanisms of thetransformation from migrant workers to citizens in Chongqing, and raises somemeasures from the angle of the funds needed for the transformation from migrantworkers to citizens in Chongqing.From the above study, the paper concludes as follows: first, the problem of thecost of the transformation from migrant workers to citizens is the core problem of thetransformation from migrant workers to citizens. Second, the cost of the transformationfrom migrant workers to citizens is divided into the personal costs and public costs.Personal costs include: the cost of living that equivalent to urban residents, housingcosts, and the opportunity cost of giving up rural farmland; public costs include: thecost of urban infrastructure construction, social security costs, and the cost of Children's different compulsory education. The paper comes to the result that the costof turning each migrant worker in Chongqing into citizen is at about RMB110thousands through data analysis, and the cost of the transformation from migrantworkers to citizens will exist in long-term and short-term. Third, the paper establishesthe cost-sharing mechanisms of the transformation from migrant workers to citizens inChongqing, and points out that, four subjects as the central government, ChongqingMunicipal Government, enterprises which migrant workers worked in and migrantworkers themselves should bear the cost of the transformation from migrant workers tocitizens in Chongqing. Finally, the paper puts forward that the funds of thetransformation from migrant workers to citizens in Chongqing can be financed fromthe following five aspects: land transfer income, of the expenditures of migrantworkers from enterprises, government spending, the income of the migrant workers,and funded by the social welfare agencies.
