A Research On Policy Transformation For Migrant Workers

With the generation and expansion of migrant workers in China, the policy for migrant workers from government side has been going through nearly 27 years policy development since the Central Committee regulated migrant workers in the document for the first time in 1984, however, the migrant workers still face various complicated problems.While the urbanization makes great achievements, migrant workers of new-generation face various problems under the circumstances that the problems of traditional migrant workers are not solved totally. The migrant workers of new-generation grow up in the context of reform and opening-up, whose problems are the extension,embodiment and durative development of traditional migrant workers in new stage.The Central Committee stipulated definitely in the No.1 document in 2010《Proposals on Strengthening the Efforts of Coordinative Urban-Rural Development and Further Consolidating the Basis of Agricultural and Rural Development》: Corresponding measures should be taken to solve the problems from migrant workers of new-generation. Because of the reason and circumstances mentioned above, the policy transformation from government for migrant workers has become an issue of consequence in the government management and policy service of all levels in the process of urbanization.The policy for migrant workers from government needs consideration not only from employment perspective, but also public policy more importantly and should make policy in such manner as migrant workers could integrate into the city so as to live with the city in harmony,win-win situation and both development. To realize the fundamental governance of the problems from migrant workers through all-round policy transformation from government for migrant worker.The Pearl River Delta region, as the plot area of reform and opening-up and because of its special route, known as bottom-up, to urbanization, is the area where the problems of migrant workers are the most outstanding and migrant workers of new-generation are the most mustered. It is practical and typical to discuss the policy transformation from government for migrant workers.Therefore, this paper, under the guidance of theories as new public service, government governance, urbanization, from the perspective of public policy of city, on the basis of studying policy for migrant workers at present from the angle of policy factor and puts forward the feasible methods for the policy transformation from government for migrant workers.The paper is divided into five chapters: Chapter one mainly introduces the background and its significance, the current study situation both domestic and overseas, theoretical basis as well as key conceptions. Chapter two mainly introduces the background of policy transformation for migrant workes. Illustrates policy status, that is the unbalance between the new characters of the migrant workers and the policy for migrant workers from government side. Chapter three demonstrates the necessity of policy transformation for migrant workers from the view of requirements by public policy, policy for migrant workers from government and external momentum. Chapter four, puts forward countermeasures from five aspects: policy principle-orientation, policy idea, policy stage, policy formulation-model and government governance-pattern, Chapter five is the outlook of policy transformation for migrant workers , mainly introduces the policy right acquisition of migrant workers and the new policy system formation .Furthermore analyzes and evaluates the policy exploration of the city government in Pearl River Delta.
