The Study On The Cost Sharing And The Realization Path Of Migrant Workers Citizenization In Shanxi

Currently,with the rapid promotion of new-type urbanization in our country,high quality of urbanization is population agglomeration,the coordinated development of citizenization of the migrant rural workers and public service.Therefore,citizenization of the migrant rural workers is the necessary requirement of urbanization development in our country.Because of the backwardness of urban and rural dual system,that make migrant rural workers cannot enjoy various welfare as well as urban residents,meanwhile seriously restricting the process of citizenization of the migrant rural workers,also brought a lot of social problems,and seriously hindered the healthy development of the economy.So accelerate the process of citizenization of the migrant rural workers is essentially solve cost-sharing of the process of citizenization of the migrant rural workers,and eliminate the dual system of urban and rural.Firstly this paper from the theory constructs the total cost of the citizenization of the migrant rural workers,the cost-sharing in the main body(government,enterprise and individual)and mechanism analyze the rational decisions on different subjects.Take the migrant rural workers in Shanxi Province as the research object of to explore the citizenization of the migrant rural workers.At present,a majority of migrant rural workers in Shanxi is new generation migrant workers,but lack of highly educated and talent,imbalance of employment distribution,employment structure shows the characteristics of "321";And in urban employment,housing,social insurance and income level is still restrict by the dual system of urban and rural.Secondly make cost accounting of the citizenization of the migrant rural workers in Shanxi from the empirical aspects.Finally,in view of the present situation and problems of the citizenization of the migrant rural workers in Shanxi,this paper construct multi-level achieving path of urbanization.The main duty of this paper:First,explore the cost-sharing system of the citizenization of the migrant rural workers and the main decision model.Construct the total cost model that contributes by the government,enterprises and individuals.So the government shares the cost that depends on the scale economy and the degree of the city economy;Enterprises share the cost that depends on the enterprise benefit and enterprise development stage;Individuals share the cost that depends on personal income and human capital stock.Second,use the method of accounting to measure the urbanization of per capita cost in Shanxi.This paper will base on the total cost in second chapter to accounting through the government,enterprises and individual.Results show that the government share the cost of urbanization ratio is lower than the enterprises and individuals,according to the main body's actual ability and the nature of the citizenization of migrant workers cost accounting content,the government should reduce the burden of enterprises and individuals through fiscal subsidy.Third,the achieving path of construction multi-level urbanization:(1)gradual reform of the system to promote the process of citizenization of the migrant rural workers.Through institutional reform to achieve the equalization of migrant rural workers and urban residents of public services,expand domestic demand,release more consumers spending,speed up economic growth,promote enterprise development and enhance the government's fiscal revenue.At the same time,it strengthens the ability of the government to manage the city,the ability of the enterprise to bear the labor cost,and the ability of the individual to bear the cost of urban life,and finally enhance the public benefit of each subject.(2)the synergistic development of big cities and small and medium-sized cities and towns to realize the cooperation and management of migrant rural workers.Guide the migrant rural workers in different sizes of urban citizenship,to achieve a reasonable distribution of the population,to solve the provincial capital,the city's population pressure,to achieve synergistic development of large cities and small towns.(3)diversified financing channels to raise funds for the development of migrant workers...
