Civil organizations, also known as non-government organization, non-profit organizations, publicorganizations, and the third sector, civil organization is quite the title of the Chinese characteristics.With the advance of economic and institutional transformation and political reform, civil organizationsin China have been developing rapidly. Civil organizations in its non-profit, non-governmental,autonomous, voluntary and other features, in promoting the construction of socialist democratic politics,the development of the socialist market economy, building a moderately prosperous society andbuilding a harmonious society are playing increasingly important roles.Therefore, the study of civilorganizations,vigorous regulation and development of civil organizations have great significance intoday's society. This paper selects a more mature civil organization X Service agency in Qingdao as theobject of study, analysis of the specific action strategies of the civil organization from the perspective ofsocial capital.The thesis is divided into five parts: the first part is the introduction, presenting the background ofthe study, research questions, the significance of research. The second part describes research literatureand concepts defined. The third part is the research methods and analytical framework, this article usesqualitative research methods, through literature, participant observation and interviews to collectinformation and analyze data and then proposes research framework on the basis. The fourth part is thecore part of the paper.It presents specific strategies of X Service agency for how to construct the socialcapital of organizations, from the network of relationships, trust and norms of reciprocity, and focus onanalysis the interaction strategy of "strong ties" of the network of relationships. The last part is thediscussions and recommendations, mainly on the financial difficulties faced by the X-Service agency tomake thinking and recommendations and note innovation and inadequacies of the study.Through empirical studies on the X-Service agency, I have come to the following conclusions:(1)In the process of development of China's civil organizations we should pay attention to the constructionof social capital of civil organizations, and rational management of the network of relationships "strongrelationship " and "weak relationship ", and gradually formed development strategies meeting theorganization's own characteristics;(2) pay attention to the important role of trust and norms ofreciprocity on the network of relationships, the network of relationships, trust and norms of reciprocityare important social capital forms to non-governmental organizations, civil organizations should beactively taken to invest in social capital development strategies.
