The Countermeasure Research Of The Rural Public Culture Service Supply Problem

Over the years, the investment in various public cultural resources and services is relatively unequal, which exists in city areas and rural areas of our country. The rapid development of cities reveals the poverty of rural areas in relativly, there is no time to delay in establishing suitable rural public cultural service system of China.Based on the theory of social justice, public service theory, public choice theory, the theory of public governance and other basic knowledge, combined empirical research and theoretical analysis, through the investigation and study of the rural public culture service supply status of H Township, this 'article is trying to find out the main problems and the main influence factors, and discusses the suggestion that how to strengthen China's rural public service supply. First of all, concepts related to the rural public culture service are explained, summarized research methods and the present situantion of public cultural service research at home and abroad, based on which to begin the theory basis of this dissertation writing. Secondly, through the questionnaire and interview investigation, we get a preliminary understanding of H rural public culture service and supply situation, and the results of investigation. Analysising the results above, we could draw the following conclusion:Rural public culture service supply level of H Township remains to raise; the rural public culture service consciousness construction should be strengthened; the degree of farmers'understanding in public cultural service is fairly low; the "hardware" construction of rural public culture service need to improve; and so does the " software" construction level of rural public culture service. Thirdly, concluding the rural public culture service supply problems of H Township, we could discover the main reasons:the culture quality overall is low, smallholder consciousness is serious; there exist cognitive impairment of the concept of rural public culture service; two development mode in urban and rural economic; the lack of governments' function; the supervision and assessment mechanism of rural public culture service is absent. Finally, we put forward the suggestion that how to strengthen the rural public culture service supply of H Township.
