Chinese Non-profit Organization Political Participation

Developing democracy has become a worldwide tendency. During the course of democratic society development, Non-Profit Organization(NPO) is an indispensable force of society, its political participation is the basic trend of contemporary political development. The extensive participation in state affairs of them stimulated government to strong the sense of responsibility, to capture the popular demand and give responses more quickly. The "group revolution" not only made great contributions to the development of the society and economy, but also become an important power to promote the reform of the political structure which caused by the prosperous of NPO. With the developing of reforming and opening, contemporary Chinese social groups and their political participation have become the important social political phenomenon. How to improve the effects of NPO's political participation and construction of political civilization has become an important theoretical and practical problem which central and local government must face. The foothold of the thesis is the social political actuality, the angle of view is developing the socialism democracy and analyzes political participation of NPO at the angle of view of political development. Thesis systematically studies the theoretical and practical problem of NPO's political participation in contemporary China. Thesis use Civil Society Theory, The Third-party Government Theoiy, Supply Theory and Self-governing Theory as the theoretical foundation, and choose the relevant organizations in the United States, Germany, United Kingdom and Japan to sum up political participation experience. In the following, thesis studies the roles, conditions and patterns of NPO in the process of political participation. It is suggested that there are four roles of NPO like public manager, mobilization terrace of social forces, partner of government and the expresser of citizen's political rights and interests. They bringing into full play the role of participation in the way of cooperate or autonomic. This paper mainly describes the basic condition of Chinese NPO's political participation by following aspects:expression of interest, participation of the formulate and supervise a policy, improve the autonomy at basic level. It conclude that the participation is helpful to improve the democratization of public affairs, stability of social political order, scientific of formulating and implementing policies, construction of democracy at the grass-roots level and so on, then analysis the existing problems as the conflict of personal interest and "unprofitable", stratum interest and government interest, efficiency and equality, international cooperation and national interest based on the analysis to the present situation. At last, put forward some countermeasures and guidance about the political participation of NPOs for relevant departments which from aspects of change the conception of govemment, strengthen the construction of political participation system, enhanee the self construction of NPOs, call for international forces positive and prudent.
