Research On The Chinese Citizens9 Political Participation Under The Context Of The Participation And Democratic Theory

In 1960 s, the participation and democratic theory has brought new changes to western politics and economy. Proceeding from democracy, it emphasizes on direct public participation to realize political goals and achieve political benefits. Ultimately, it develops a mature theory. Since the reform and opening to the outside world, China’s public political participation has achieved fruitful results. Still, certain problems exist. Under the socialism of Chinese characteristics, it is vital to make concrete analysis of concrete problems and propose viable measures to achieve better public participation and political stability.This article stresses on improving Chinese citizens’ political participation under the context of the theory. The main study measures are materialist dialectics, data studies and comparative analyses. Six chapters are included in this paper, with introduction, body and conclusion as three parts.First, under the theory of participation and political democracy, the views of Rousseau, Mill, Macpherson and Pateman are studied one by one. Objective review of the theory helps improve public political status, enhance the equity of political life and promotes political stability. Nevertheless, the theory, by then, has its shortcomings.Secondly, the meanings of public political participation are explained, which includes concept, characteristic, form and factors(economic development, political system and cultural environment, public status and political psychology). These all help to foster participation-active citizens, form social supervision and maintain national stability.Then, China’s current situation of public participation is introduced. Since the reform and opening up, China’s public participation has been fruitful. However, certain problems exist as imperfections of public political participation systems, non-institutional politics, irrational internet participation, single form of participation, and public unawareness of participation. The reasons for these are political, economic and cultural. Meanwhile, participations in US, UK and Korea are summed up as reference to China’s future public participation.Last is the conclusion, also the core of this paper---- how to improve Chinese citizens’ political participation under the context of the theory and how to strengthen relevant regulations, stress online participation, normalize non-governmental organizations, develop cultural and educational institutions and cultivate participation-active citizens to expand citizens’ political participation orderly and improve political democracy constantly in China.
