The issue of Futenma military base, a legacy of the Second World War, has been a hot issue in the international political society by present after the resignation of the HatoyamaYukio government, lots of analysis have been carried out by scholars for the reason of government resignation. However, most of the analyses are carried out at the view of the Japan-US alliance instead of the influences of Japan Local Autonomy on Hatoyama. In the present paper, the reason of the resignation of the HatoyamaYukio government is analyzed for the two perspectives of Japan-US alliance and Japan local self-government respectively basing on the view of neoliberal institutionalism. The relevant theories of modern international politics and literature analysis are taking in consideration in the analysis process.The interactive utilization of the domestic system and international system is a new trend to study the theory of international politics. Analyses of the present paper make it easier and more objective to look at the issue of Futenma military base from the practical sense; On the other hand, from the theoretical sense, the effective combination of the three aspects of institutions, foreign affairs and subnational government system is carried out successfully. First, the theoretical framework is constructed, the influences of the international system and domestic systems on a foreign policy are studied, the Hatoyama's "friendliness" diplomatic thinking is introduced on the two aspects:the pursuit of equivalent position to the United States and the establishment of East Asian Community. Second, influences of the Japan-US alliance and the Japanese local autonomy on Hatoyama's diplomatic cerebration are studied, followed by the obtainment of the reason of Hatoyama's failure, it is found out that Hatoyama's "friendliness" diplomatic policy is broken out under the pressure of both the international system and domestic system.The Japan-US alliance will not be removed easily, regardless of the redefinition of Japan-US security system, which has been a challenge to the rise of China. No matter the Japan-US alliance is going to be strengthened or weakened, the national security will have a very significant impact on the foreign policy of China, this article is hoped to be useful.
