| With the tension of oil and other biological resources and the discovery of the development of modernscience and technology about marine resources, the problem of territorial seas has become increasinglyprominent in the1970s.China has the absolute claim of sovereignty of the South China Sea, however, itmakes the waters of the international situation extremely tense due to the complexity of historical issues inthe South China Sea demarcation. At present, the dispute Nations in the Southeast Asia put forword theirrespective interests in the South China Sea requirements, the United States, Japan, India and other bigcountries outside the region are concern about the South China Sea issue because of the economic interestsof the overseas, country's foreign policy and strategic needs and so on; sovereignty dispute of islands andreefs were mainly concentrated in the"five, six parties" including Taiwan.There is much scholar study in the domestic policy on the South China Sea, but policy study in theSouth China Sea on the Taiwan authorities is even less. This study takes policy as the starting point,systematically analyzes the South China Sea policy of the Taiwan authorities during two Chiangs period,makes a comparison of the Chinese government on the policy during the Republic of China(1912——1949)with the South China Sea policy of Taiwan authorities during the two Chiangs period(1949——1988), andmakes a comprehensive analysis of the Taiwan authorities in the behavior of the South China Sea.The main contradiction of the parties to the dispute in the South China Sea is the problem of territorialrights and marine control over the intensification of conflicts, the intensification of conflicts due to thediscovery and development of oil and gas resources. The main islands in the Spratly Islands are rich in oilresources, so the main problem of the South China Sea disputes are the Spratly Islands sovereignty and theSouth China Sea demarcation. During the period of the Republic of China, the Chinese government had ever struggled in Pratas for along time, Chinese government has named the South China Sea islands, made the management anddevelopment and construction. After retreating to Taiwan,during the administration of Chiang Kai-shek andhis son,they are always insist that the sovereignty of the South China Sea belongs to "The Republic ofChina".The Taiwan authorities have been send troops stationed at the largest island in the SpratlyIslands——Pacific island, during the two Chiangs period, the Taiwan authorities implement the rights of"sovereignty" on the waters and related islands of the South China Sea under the premise of "one China"principle. After the Taiwan authorities lifting martial law policy, they have adopted the "Territorial Sea andthe neck pick Zone" and "exclusive economic zone and continental shelf of the law" and several MarinePolicy Statement.At the same time, the action of control of Spratly Islands is weakened. However, due tothe existence of the Taiwan independence forces on the island of Taiwan,the South China Sea policy of theTaiwan authorities has a lot of destabilizing factors.Both sides of the Taiwan Strait have been lack of coordination in the development practices in theSouth China Sea, the South China Sea development should rise to the level of theory, from policy level tostrengthen the development of cooperation in the South China Sea on both sides of the Taiwan Strait.Effectively defend national sovereignty, extremely safeguard national interests. The subject of this studycoveted the purpose of safeguarding the interests of the Chinese nation on the South China Sea,make asystematic and comprehensive study on the Taiwan authorities' policy of the South China Sea during thetwo Chiangs' period,hoping it can do a good groundwork for the entire study of the Taiwan's policy on theSouth China Sea, at the same time,it can add new material as well as further demonstration of China'ssovereignty of the South China Sea,in order to contribute to the peaceful settlement of the South China Sea disputes and contribute to a force for cross-strait cooperation to solve the South China Sea disputes. |
