The Construction Of Ecological Government On The Backdrop Modern Developed Political Civilization

"Ecological government" is a new concept elaborated and developed by the contemporary government to adapt to the changeable environment and ecology. Under the background of the modern development of the political civilization, and combining with the current status quo of our country, this paper analyzed the construction of ecological government to create a workable and comprehensive ecological management mechanism of the government, hoping to provide guidance on the macroscopic theory and the microscopic operational model for the government officers to grasp and open up a new working situation.This paper concludes four parts.The first part is the introduction, mainly introducing the research background, the meaning of the topic, the research methods, the status quo at home and abroad and the research perspective of the ecological government.The second part hold the put forward of the ecological government as a breaking point, analyzing why to come up with the ecological government. Researching and developing the administrative ecology theory, dealing with and solving the increasingly serious natural environmental problems, and complying with and presenting a new concept of the government all require the analysis of the ecological government. Then, defining the meaning of ecological government by understanding the ecology first. Here, the definition of ecology by Professor Huang Aibao is given most important focus. In the end, Researching and summarizing the value point for ecological government, that ecological government is the responsible government with "ecology first" and the service-oriented government with "well govern first".The third part further analyzes the rational corresponding between the modern development of the political culture and the building of the ecological government. Through analyzing the basic meaning of the political civilization, the main features, and the important presentation and basic requirements of the political civilization, this part further defined that the modern development of political civilization calls for the creating of the new eco-oriented government. Meanwhile, the building of ecological government marks a new level of the modern development of political civilization.In the fourth part, first, the necessity to build eco-government is analyzed:the requirements of the government's own development, the resolving of the ecological crisis, the rise of the ecological and political movement, the promoting of the ecological economic model and the realizing of the ecological managemental functions. Secondly, further analyzing the obstacles in the process of building eco-government, including the lack of governmental ecological management concepts and the high cost of administration, the unchanged ecological functions of government and the insufficient environmental government affairs transparency, the fragmentation of the government administration and the lack of overall, coherence environmental policy makers, and the ill-prepared thinking and ability of the ecological management. Finally, this part puts forward the path choice of building a ecological government:clarifying and changing the concept of government management to strengthen the government's eco-consciousness, transformating the government functions to improve the ability of government eco-administrative services, implementing the responsibility system of the government departments to ensure that the government ecological and scientific management, and establishing a new government management system and mechanism to improve the government's organizational system.
