It is an important time for Social Democracy Modernization of our country. Government is up against the pressure of arterial enterprise innovation, government system innovation and market economy system constitution. Furthermore, government is faced with the pressure of what the government does not primly encourage the people. There is a stranger and stranger competition among the states.Encouraging mechanism of our government faces the new things, it is becoming worse and worse and needs improving,"Humanistic heart is becoming one of an attentional focus."So,Improving government sector's performance is always a basic goal in public management pursuit, while perfecting motivation mechanism is effective means in solving public performance dilemma, strengthening clerks'duty, improving their enthusiasm, activity and creativity. As Human capital theory was proposed,perfecting drive mechanism gradually becomes hot topics among modern government sector's human resource management areas all over the world.Nowadays, one of the themes of China's development is human resource management issue. Though in China, research on governmental incentive mechanism is still in its primary stage, this mechanism has been widely applied in many aspects of operations of governmental organs such as remuneration policies, award and punishment mechanism, promotion system and assessment system and so on. Therefore the mechanism itself acts as an important theoretical guidance and has practical significance in perfecting China's governmental departments human resources management. Incentive function of human resource management in Governmental departments is vital in realizing the organization's development objectives, and it's also important in attracting and retaining talents. Since the traditional incentive system is imperfect and defective to some extent, there exist the limitations and deficiencies in the process of governmental human resource management. Thus, the question of how to improve governmental credibility and its executive function according to China's overall situation and national governmental incentive mechanism presents its great significance. The purpose of this thesis is to analyze problems and their causes of human resources incentive mechanism in China's governmental departments, thus to explore reasonable ways to perfect incentive mechanism of government human resources department in their decision-making and development direction.This article is divided into six chapters. The first chapter introduces the background, its purpose and the significance of the study, and it also contains the overall introduction of the content and the frame of text structure.The second chapter defines related concepts of the incentive mechanism of government department and illustrates some concerning theories. The third chapter mainly presents the achievements of the incentive machanism of governmental organ's human resources management and its status quo in operation in China.The fourth part deals with incentive mechanism in the western developed countries government departments, which is advocated to be taken as reference for its application in China.Based on the former introduction of western incentive mechanism, Chapter Five tries to explore measures to perfect Chinese government departments human resources management incentive mechanism.The final chapter summarizes the thesis.
