Improve the working performance of the public sector, is always the pursuit of public management abasic goal, while improving the incentive mechanism is to solve the difficulties, and strengthen the publicperformance officer public responsibility, improve the officer working enthusiasm, initiative and creativeeffective means. With the putting forward of the theory of human resources, improve the incentivemechanism gradually become the contemporary world public department in the field of human resourcemanagement is a hot topic. Contemporary Chinese government attaches great importance to the officepersonnel incentive problems, the central proposed "humanist" after the concept of development, improvethe public department incentive mechanism the whole society to quickly become a hot spot of problems,whether in the study of the theory of the incentive or practice has made some progress, especially thedevelopment of our civil servant system, public department for human resources of incentive mechanismof perfect laid solid foundation. But due to the influence of the traditional incentive idea, China’s publicdepartment staff inspiration in the still has some problems. Therefore, how to perfect our country’s publicsector according to the current human resources and incentive mechanism, improve the credibility of thepublic sector and implementation, it is very important. The final purpose of this text is on the analysis ofthe public sector in China human resource incentive mechanism of the existing problems and causes, andon the basis of exploring perfect China’s public human resources department incentive mechanism isreasonable basis and the basic path. This article from the incentive mechanism of philosophy and humanresources management angles to explore perfect China’s public department human resources of incentivemechanism of measures.
