The Research On The Protection Of New Generation Migrant Workers' Cultural Development Right

Since our country took two urban and rural economic system as a long-term formation,which not only caused social segmentation between the urban and rural, but alsocaused cultural division between them. Although the new generation of migrantworkers have stronger motivation of moving into the city, compared with the oldermigrant workers. They are still confronted with a variety of institutional, culturalbarriers rooted in two urban and rural economic system, which make them excludedfrom the mainstream of city culture, as well as becoming the double edge culturalvulnerable groups of rural culture and city culture.Right of cultural development is one important component of the right todevelopment.Its core is that all citizens share the equal opportunity and achievementof cultural development. Specifically, it means that cultural resource configurationand possession shall conform to the principles of justice, the opportunities ofdevelopment to all subjects must be equal, as well as participation of culturalpromotion and distribution of cultural achievement. This paper, which guided by thethought of full-scale development of the person, takes the new generation of migrantworkers as research object, focus on the right of cultural development, systematicallydefines the cultural development right of the new generation of migrant workers. Thepaper also make a portrayal of their cultural development present situation from fouraspects, the enjoyment of cultural resources, cultural activities, participation incultural affairs management and cultural creation. It's be analyzed that the obstaclesof cultural development to the new generation of migrant workers are economyfactors, institutional barriers and their education. In order to proof the assumption, thepaper take Fuzhou, Quanzhou, Nanping three city's new generation of migrantworkers as an example. Finally the author proposes some suggestions about how tosafeguard the new generation's right of cultural development from the country,society, individual three aspects.
