Under the background of Education information, the rapid development of information technology not only brought unprecedented opportunities for the development of education also put forward new requirements for teachers'professional development, ability of educational technology have become an indispensable skills of teacher'. Along with"Educational Technology Ability Standards for Elementary and middle schools Teachers"(CETS) issuing by Ministry of Education and the promote the implementation of new curriculum reform, the requirements of the basic quality of teachers has increased to a new level: teachers not only need to master the advanced concept of education, teaching theory, teaching methods, and must have skilled technical apply to the computer as the center of the modern media, more needs to master the skills to apply the advanced teaching methods to optimize the actual teaching process. All this is inseparable from the large-scale systems of learning environment of teachers'Educational Technology Training. therefore, it is particularly important to design the environment rationally and effectively. Since the characteristics of distributed cognition theory can be appropriately mapped on the characteristics of the complex environment of Educational Technology Training, Therefore, this article drawing the systems framework of distributed cognition theory, relying on network learning environment, to design the programs of teachers'Educational Technology Training which were analyzed systematically and discussed in depth.In this paper, we analyze the Major domestic and foreign publications and the literature about "teachers'Educational Technology Training " and "distributed cognition theory and its Application in practice" for recent years Comprehensively, and summarize the research of domestic and foreign, to grasp the current focus of the study, to determine the contents and the thinking. Then the paper tries to combine the distributed cognition theory to teachers'Educational Technology Training effectively based on the analysis of the basic views and main characteristics about distributed cognition theory, to designing teachers'Educational Technology Training Environment. To the statistics and analysis of teachers'needs for the Educational Technology Training Environment based on web through the questionnaire survey, we propose a program about teachers'Educational Technology Training based on distributed cognition which also be analyzed comprehensively and systematically towards the common problems in the training site, to the maximum extent to optimize the effectiveness of teachers'Educational Technology Training, then promote the ability of teachers to enhance educational technology. Finally, the paper summarizes and looks forward to the teachers'Educational Technology Training Environment based on distributed cognition.
