The information technology is developing at very fast speed, which brings profound transformation to the educational field. Under this background, it's urgent to help the teachers change from traditional teachers to modern teachers in the information era. The training of educational technology is the important means to the tradition. In order to seek the law of the teacher's educational technology training and improve the effect of the training I has try my best to investigate and ponder over the status quo of the teacher's educational technology competence. The techniques involved in this paper are literatures, interviews, comparative method, inductive method, deductive method, and so on. And with the instruction of the constructivism learning theory , the adult leaning theory, the performance technology ,this paper makes embedded analysis on the cultivation of the ability of teachers'educational technology in middle schools and elementary schools in our country, and explores the countermeasures.The first part explains the significance, actuality and trend of the teachers'training of educational technology in middle schools and elementary schools, which is the starting point of the follow-up research.The second part first uses systematic methods to analyze the aims, content, and learners and environment requirement of the teachers'educational technology training in middle schools and elementary schools. Then it makes embedded analysis on the characteristics of school-based training and the network's support to it, which leads the conclusion that school-based training in the network environment will be a better mode in the training of teachers'educational technology in middle schools and elementary schools.The third part dissertates how to implement the training of teachers'educational technology in middle schools and elementary schools in the network environment, discusses the basic thought of performance improvement and some principles to ensure training quality so as to give basis to the specific practice.
