Rural basic education in the new building has an important strategic position. Party Plenum clear that building a new socialist countryside in China's modernization process is a major historic task.Actively engaged in building a new socialist countryside is an important duty incumbent upon education.In the new countryside construction,basic education accomplish much.Related investigations show that the education of minority children,girls, development of rural compulsory education is dificult. In addition,the insuffcient number of rural primary and secondary teachers,the quality is not high, weak teachers. Still account for a certain percentage of substitute teachers,teachers heavier burden on teachers and students than lower than the national average. Lack of basic education in rural areas to carry out a serious result in the unreasonable structure of knowledge of farmers,the ultimate impact of rural economic development.Accelerating the development of rural basic education is the key to China's rural economy.The current goal of basic education in rural and urban basic education should be the same,they should focus on basic,universal and comprehensive! Rural and urban areas is only regional,regional division! they do not mean two different kinds of education mode.From the perspective of reflective practice in rural basic cducation,the need for traditional educational values,educational objective, teacher management,teaching and research institutions to change.Basic education,basic rural towns in our city is a total of 580 primary schools,of which 92 cities,Banner(county,town)83,405 in rural areas: teaching point 83,Banner (county, town)2,Rural 81;the city's 186,464 primary school population were urban 91 334 people,Banner (county,town) 49,051 people.45,079 people in rural areas;the city's 70 secondary schools, including 24 cities, Banner (county, town) 16, rural 30,95052 number of students who, city 48,808 people, Banner (county, town) 33,406 people, 12,838 people in rural areasLocal conditions of the rural towns to the city, rational distribution, optimize and integrate educational resources, as of 2009, the city merge 155 rural primary schools; teaching point 122 merge, merge seven junior high school, the remaining schools have expanded in size, school conditions have markedly improved; information technology projects steadily; city boarding schools to make progress, according to our line of investigation, the city introduced compulsory primary and secondary schools in 2005, "One Fee System", the local government arrangements 24.364 million yuan of special funds, the recipient of 12 million students; 2007, the city's implementation of the protection of public funds for rural compulsory education system, to 792.5 million yuan of special funds, the city's 150,000 rural primary and secondary benefits; further enhance the quality of teacherHowever, basic education in rural towns Hohhot, there are also many problems:lack of quality teachers has affected the development of basic education in rural areas; rural township schools in a serious shortage of school funding; rural schools is very difficult for heating in winter, in our research Wuchuan County, Harold Town Middle School, with an annual financial allocation meaning the county insurance funds of 5 million. As the winter cold and the heating Wuchuan County, a period of 7 months, a winter coal costs about 4.5 million, accounting for almost 90% of office expenses; soil Banner Tao Sihao Central Primary School year office expenses is about 8 million a winter's coal costs about 5 million, representing 62% of office expenses; distance education system utilization is not high; boarding schools problem.For the above measures and we offer a few ideas:to strengthen the building to solve structural contradictions in teachers, and promote scientific allocation of teaching staff; local governments should increase funding for education in rural township schools tilt to improve school conditions in rural schools; as rural schools with a school bus, school address, and point students to withdraw from the traffic problems; full use of distance education network; local conditions and take measures to strengthen the boarding school management.Curriculum reform of basic education in rural towns in the concept of a new set of courses under the guidance of new courses built system, exploring the reforms, we encountered many problems and confusion. Hohhot, the reform of basic education in rural towns and the effective implementation will take some considerable way to go, this intermediate state funds invested through increased teacher training opportunities, educational resources to support a series of measures to accelerate the pace of basic education in rural areas.Also need to accelerate rural economic development, and only go up rural economic development, education of farmers for the children to increase investment. Some issues need to run, continue to explore the process of implementation, some problems can not solve their own development of basic education, the need for expert help and social support.
