But minority construction of teachers is to improve the national quality and develop national education. However, the elementary education of the national regions suffer the multiple influencers from natural and social environment. Compared with the Han nationality these regions' elementary education have a character such as weak foundation, low and slow development. In the process of teacher team construction, there still exist many problems and difficulties to be solved. The academic circles pay little attention to the minority nationality regions' construction of teacher troop and as for making systematic study on the teachership have little achievement. Especially a few results, a national minority area of research achievements on the school is very few, which restrict minority areas teacher team construction and social economy culture of harmonious development in some degree.Based on the study of psychology and pedagogy theory, using the action research (investigation method), literature, inductive analysis, comparative research methods of Ordos region, the state of teachers' team of Mongolian primary investigation and collect a large amount of material, in-depth understanding of the quantity, quality, structure and working attitude, the main problems existing in the history, and analysis system and policy, etc, and the causes for the feasible countermeasures and Suggestions, promote ordos region of Mongolian elementary school teachers team reasonably healthy development.
