As academic management becomes popular in higher education administration today, how to make the academic governance is an issue here. Faculty senate which is the major organization of academic governance in American university, emerged in 19th century, and stepped to maturity. There are different kinds of faculty senates set up in almost every American university, which have extensive effectiveness of academic governance in those universities.This article analyze the management model of faculty senate among America public universities on the perspective of management science, following the description of what faculty senate is, how to manage, how the effectiveness is, and what we get from this model. With using approach such as case study and interview, the discussion frames in three key element of the model:the ideal of management; the organization structure; the model of operation. Using the theory of management science or economy science to analyze the model, by which the article has expressed the advantage of this model, such as definite idea of management, clear structure, and effective procedure of decision, flexible personnel and wide communication. The article also pointed out problems of academic governance among Chinese universities. Using this model for reference, the article also gives suggestions to organizations of academic governance in Chinese university.The study contains seven parts as following.Part one is introduction, which makes presentation of reasons of the study, the study approach, literature review, key words and related theory.Part two expresses the history, status quo and sense of faculty senate, which makes presentation of its history, and describes its status quo through responsibility, types and function.Part three divides the three elements of the management model, which based on management science. This part also concludes the management model of faculty senate through case study, which makes presentation of management idea, organization structure and operation.Part four is the effectiveness of this model, which discusses the effectiveness on academic policy, academic goals and faculty involvement through interview. This part also concludes the problems of running the model.Part five makes analysis of the management model of faculty senate, which discusses advantages and disadvantages of the model by System Management Theory and public choice theory.Part six makes presentation of academic governance in Chinese university, which expresses its status quo and problems, and gives suggestions by using this model for reference.Part seven is conclusion. This part concludes the character and advantage of the management model of faculty senate, and gives suggestions to build new model based on reality of Chinese universities through the revelation.
