From middle century when universities emerged, the development history of theuniversities is more than thousands of years. From initial education institutions to thecombination of education and research, and to serve to society and lead the times,universities have walked from "the ivory tower" to the center of the world. In thisprocess, the scales and the functions of universities have developed rapidly, theorganizational structure of universities themselves have become thorough gradually.The development of academic profession and the realization and independence ofteaching union make the academic governance to be a relatively independentmanagement issue, and create specialized academic affairs management organization.Only that in different countries and areas, the names and the inner systems is not quitethe same.The USA is the biggest developed country, and also a recognized as the mostpowerful in higher education. American universities’ ranking in the world universitiesreveals the good administration of the universities, especially in academicadministration aspects. China is the biggest developing country. Higher education isstill thriving. Learning from both the positive and negative experience of foreign highereducation development in a critical way is benefit for the development of highereducation of our country, especially for the inner administration, we still stand on theintense contradiction of executive power and academic authority. Contracting thedifferences and connection of academic administration between China and USA will behaving both great theory and practical significance.The article firstly contract and analysis the origin and the development ofacademic assessment committee between USA and China. The differences andsimilarities of the academic assessment committee between the two countries had beensummarized. Secondly, the article makes a specific contract and analysis of the dutiesand the staff of academic assessment committee and cites specific cases to illustrate.Any organization and group is not perfect. So, the article continues to make a specificanalysis of the limits of academic assessment committee in china. Look forwards tofinding some common as well as specific characteristics to make China’s universitiesabsorb the advanced experience of American universities.
