"Conducting higher education is closely related to the development of the country and the future of the nation." Colleges and universities have the mission of providing intellectual support for the design of the top-level governance policy system,and undertake the development mission of higher education governance and self-innovation.The reform and upgrading of academic governance,which is the most important in governance,is the requirement for the reform of higher education governance system.Nowadays,with the acceleration of social speed,higher requirements are placed on the level of scientific research and development in universities.In recent years,accelerating the construction of first-class universities and first-class disciplines and realizing the connotative development of higher education also mean further strengthening the scientific research capabilities of colleges and universities and improving the level of academic development.The realization of this goal urgently needs to improve the level of academic governance.In the practice of academic governance in colleges and universities,the current situation of academic governance in colleges and universities is not good.There are such unreasonable phenomena as administrative power overriding academic power,difficulty in achieving full academic rights,frequent academic misconduct,and existing academic governance systems often being roasted by academic researchers.Therefore,this study attempts to analyze academic governance from the perspective of rights,clarify the connotation of academic rights of various subjects in academic governance,and analyze the optimization of academic governance by constructing the rights allocation model of multiple subjects in academic governance.The thesis first defines the core concepts of academic,academic governance and academic rights.It analyzes the characteristics of academic rights in academic governance with professionalism,finiteness,looseness,autonomy and pluralism.It confirms that the subject of academic rights refers to teachers and students.Based on the two levels of individual rights and the rights and responsibilities granted by the organization,the author divides the substantive content of the academic rights of teachers and students into four dimensions.On this basis,the status quo of the implementation of academic rights in S university academic governance was empirically investigated through questionnaire survey,policy and regulation text analysis and expert interviews.The study finds that the realization of academic rights in the current academic governance of colleges and universities still has such problems as insufficient academic credits,academic rights easily being violated,lack of legal and reasonable channels of academic rights relief or rights protection,and the openness of academic affairs governance(or management).Meanwhile,insufficient transparency and personal social relations have a great influence on academic governance,administrative power in academic governance is greater than academic power(rights),and multiple subjects in the governance process is lack of enough participation.The influencing factors include institutional factors,academic and cultural factors,and the pursuit of academic development by academic subjects themselves and their ability to realize and maintain academic rights.Therefore,based on the stakeholder theory,a core stakeholder(academic rights subject),a secondary core stakeholder(scientific research fund provider),a general stakeholder(administrator of academic management related departments),and weak interests are constructed.Relevant participants participate in the right allocation and balance of academic rights to the rights allocation model for the allocation of rights in academic governance.In this model,the allocation of rights should follow the basic principles of the rule of law,democracy,dynamic development and academic development.It can be configured by the expert decision-making method in the context of professors and the democratic consultation method that fully respects the opinions of stakeholders.The realization of rights has a bureaucratic mode,independent exercise under the responsibility system,conference system,daily work and feedback on the supervision and management platform.Finally,the academic rights supervision and safeguard measures are discussed.The school academic governance system is perfected and the academic rights are improved.Legal protection system improves individual academic rights awareness and legal quality.
