Scientific literacy level determines the comprehensive national strength of countries. Since pupils are the future human resources, the level of their scientific literacy is the key of the future. It is obvious that we should focus on their scientific literacy level the earlier, the better. This report shows the condition of scientific literacy level of senior pupils (the fifth and sixth grade) from Dalian development zone elementary school by surveying data, doing questionnaire and interviewing the excellent teachers.With the development of The Times, the scientific literacy of citizens has become the basic factor of social progress and the key for a nation's prosperity and sustainable development inevitably. Pupils are a nation's potential human resources, thus countries all over the world pay highly attention to cultivating pupils. In our country, a new round of the curriculum reform regards science as an independent discipline, and it aims at cultivating scientific literacy. Now in China, theory and practice of science course are still in exploration. We don't have a clear understanding of the actual situation of students' scientific literacy. So in science education we are not quite sure about the merits and demerits.This report is based on the present situation of students' scientific literacy. It depends on the efficient low consumption theory which means we try to make the best use of what we have to accomplish the goal of higher level of the pupils'scientific literacy. It analyses the factors that may affect the scientific literacy and focuses especially on both in class and extracurricular activities. We learn that course design, laboratory management and the level of teachers' scientific literacy play more important roles. According to the situation of Dalian development zone, we put forward a series of strategies to improve the scientific literacy level of elementary students. As required by the strategies, we have made databank which has resource management function and open teacher prepares databank as well. This provides a platform for cultivating the scientific literacy.The research shows that pupils in this area have obtained an average level of scientific literacy; however they have great interest in science. Senior students are curious about the world, objects, and the learning process, and the situation of their scientific literacy is good. Our science curriculum reform in the cultivation of the students' quality, scientific literacy, etc. has accomplished certain achievements.
