Public Policy Research Of Promoting College Student's Entrepreneuership

Since the reform and opening-up of our country, the economic globalization and knowledge economy have provided good opportunities for entrepreneurship. Entrepreneurship activities have been an important part of the world today. In China, with the pressure of employment growing, College Student's Entrepreneurship has become the key of more and more severe employment problems, and has important significance for the development of our country and society. With more and more college students starting career by oneself, College Student's Entrepreneurship is revealed more and more complex problems. There are many reasons for the low proportion, low success rate, and difficulty of the college student's entrepreneurship. Not only the factors of students themselves, but also the influence of Chinese traditional culture and education, and also the absence and loss of position for government, which should build service system for college student's entrepreneurship. Government's business public policy is important for entrepreneurs, good business policy is the prerequisite for success. How to provide systematic, perfect, active and effective government entrepreneurship policy for student entrepreneurs, has become an urgent problems to be solved.To encourage and promote more and more college students to join the team of enterprise runners, and to promote employment situation, this paper starts the public policy study from the following framework.First, it analyzes the government's duty in promoting college student's entrepreneurship, and points that government should build public policy system, which can encourage entrepreneurship, support entrepreneurship, serve entrepreneurship, protect entrepreneurship, with the concept of"service-oriented government". This paper starts with the discussion of the traditional theory that market failure lays the foundation for the government intervention. To explain why government needs to intervene college student's entrepreneurship, and entrepreneurs need what kind of support and assistance from the government. And on this basis, explained the mode and specific functions of government support for entrepreneurship students. Second, it starts from the model, profiles, features, problems of the current college student's entrepreneurship, and analyzes the development process and problems of public policy in promoting college student's entrepreneurship.Third, it introduces the relevant policies carried out by some foreign governments, aiming to learn from their treasured experience by summing up the features of their policies to promote college student's entrepreneurship. Then takes United States and Korea for example, analyzes the status and characteristics of foreign college student's entrepreneurship. And from this, using the method of comparative study and case study, to sum up, compare and analyzes the public policy in promoting college student's entrepreneurship of The United States, Britain, Germany, France, Japan and other governments. And shows what we should learn.Fourth, based on the advanced experience from abroad, it designs the public policy mode of promoting college student's entrepreneurship for our government. And proposes a series of suggestion, including complete laws, set up special supporting organization, increase financial support, broaden the financing channels, build service-oriented government, spread entrepreneurship education, build social entrepreneurship atmosphere, etc.Fifth, it takes a empirical study, of which the sample is Shantou University, to proof the opinion in the paper. Hoping the public policy of college student's entrepreneurship can play better effectiveness and help college students.
