Poverty is the complex social problem which has been exist-ing for a long time, both in developed countries and in developing countries, this tendency can be found to varying degrees. In dif-ferent stage of economic development, poverty shows its different characteristics and status. Before the 1990s, we focused on integ-rity poverty and regional poverty caused by uneven development. After 1990s, with our development of urbanization and adjustment of economic structure, absolute poverty gradually reduced year by year in countryside, however on the other side, urban poverty population showed increased tendency. Meanwhile, urban poverty has been growing a significant social problem.In the process of discussing for causes of urban poverty pop-ulation, usually we define that it is lack of human capital itself as the key. In this paper,based on the methods ofquestionnaires, interviews and the interpretation of related policies, the author collect and analysis the status of the human capital of Beijing urban poor families and human capital-based perspective of the current anti-poverty policies, then raise the problems of the current policies and associated policy recommen-dations. The associated policy recommendations are raised from the health care, education and training, employment promotion and spiritual power four aspects, all of them is to improve the ur-ban poor's human capital stock, thereby increase the revenue, e-ventually get away from the shackles of poverty.
