Research On Anti-Poverty Index Development And Risk Prevention

The increasing of poverty is a significant issue related to economic and livelihood,which occurs in various countries with a different degree.Since the economic reform and open,China implemented a series of strategies to address the poverty problem,and achieve success.In 2013,General Secretary Xi Jinping proposed the "precision poverty alleviation" as the priority of all works of the party.Meanwhile,this year,2020,is the decisive period for poverty alleviation achievement.In 2020,the poverty alleviation work has complete with previous effort.However,some poverty areas meet challenges such as experiencing vulnerable economic and harsh natural conditions,which led to a different degree of poverty-returning.Therefore,while implementing the anti-poverty strategies,it is necessary to analyze the risks of povertyreturning and establishing a mechanism to prevent poverty-returning.prevent the occurrence of the phenomenon of returning to poverty from the roots,laying a solid foundation for the comprehensive construction of a well-off society.This report analyzes the phenomenon of poverty and policy of poverty alleviation,anti-poverty in domestic and foreign countries,through literature review.First of all,based on the relevant precise poverty alleviation policies and current status of precise poverty alleviation,this report implements a statistical comprehensive evaluation method to establish an anti-poverty indicator system which includes the anti-poverty process,the completion of anti-poverty work and the satisfaction of poverty alleviation.Meanwhile,this report identifies the risks of returning to poverty the resources,environment,disasters,and habits issues for the poverty people who are in the process of poverty-returning.There are five indicators to measure the risk of poverty-returning,including the basic information of families,the current situation of family daily life,family education background,family health condition and family work experiences.The second,with use of the statistical index theory,to calculate and form a regional anti-poverty index is critical.For example,collecting the research data of poverty alleviation in a poverty-stricken county in southern Shaanxi Province to accurate anti-poverty index.According to the actual data,suggestions are made by the anti-poverty work from the four aspects of improving the coverage rate of minimum living security,strengthening the follow-up work of poverty alleviation and relocation,giving staff opportunities to develop poverty alleviation,and promoting spiritual poverty alleviation.By implementing a logistic regression model,analyze the risk factors and poverty-causing mechanisms that affect the population who return to poverty.As well as,with use of the research data of a poor county,there are four mechanisms for preventing the risk of poverty,such as improving the government’s undercover rescue mechanism,enhancing the health support mechanism for the poverty-returning population,setting up an education mechanism scientifically to prevent poverty and activate the endogenous power mechanism.In conclusion,beating poverty war and establishing a prosperous society contributes to the victory of China.
