Study On The Problems Of Human Capital In The Targeted Poverty Alleviation

Since the implementation of development-oriented poverty alleviation in China in the last century,decisive progress and remarkable achievements have been made in poverty alleviation.In order to solve the new problems in poverty alleviation work,the government and experts put forward a new poverty alleviation model based on human capital development.At present,the current situation of human capital of the poor is that the stock is too low and the internal impetus for development is insufficient,which restricts the sustainable development of poverty alleviation work.As a state-level poverty-stricken county,the poverty alleviation work in Jinzhai County is a typical example of China's.The local government focuses on developing human capital in targeted poverty alleviation to fundamentally improve the anti-poverty capability of the poor population.Take Jinzhai County for example,it is of theoretical and practical significance to understand the present status of human capital development,interpret the current problems of the capital development,and improve methods for the work of poverty alleviation,so as so make the work of poverty alleviation develop sustainable and achieve the target of poverty alleviation.The paper takes poverty alleviation in the problem of human capital as the research object,and first define the core concepts of human capital that related to the human capital of targeted poverty alleviation by literature researching,investigation researching,combining theory with practice and questionnaire investigating.Also extends the research scope of human capital in precision poverty alleviation.After summarizing the present status of human capital development in Jinzhai County targeted poverty alleviation,the author put forward the problems existing in the development of human capital of the targeted poverty alleviation,and analyze the influence from the national policy factors,the human capital carrier of personal factors,and the environmental factors.Finally,it puts forward some Suggestions,such as widening the financing channels of poverty alleviation,increasing the construction of rural education,promoting urban-rural integration and agricultural poverty alleviation.These suggestions are not only limited to human capital development in targeted poverty alleviation in Jinzhai County,but also have reference significance for human capital development in similar counties in China.
