Poverty is a common social problem all around the world.Poverty eradication is the only way for human development and progress,an important guarantee for China to build a well-off society in an all-round way,and an inevitable requirement for promoting social harmony and stability.The scale of China's poor population used to be as high as one fifth of the world's total number of poor people.Since the reform and opening up,with the implementation of the national contiguous poverty alleviation and development strategy,China's poverty alleviation work has achieved remarkable results.But the poverty situation in the rural areas of northwest China is still grim.Due to the low level of education,the lag of technical training,the lack of medical facilities,and the slow pace of urbanization in these areas,agricultural productivity is low and farmers' incomes increase slowly.The task of poverty alleviation in the rural areas of northwest China is particularly arduous.Therefore,to alleviate rural poverty and realize the transformation from "blood-transfusion poverty alleviation" to "hematopoietic poverty alleviation",human capital construction is particularly important.Based on the macro-background of building a well-off society and "village revitalization",this research systematically and comprehensively studies the anti-poverty problem with human capital perspective.First of all,by reviewing the research results at home and abroad,this study investigate the present situation of poverty and human capital in the rural areas of Northwest China and review the anti-poverty process since the reform and opening up.Secondly,this study clarified the effect of human capital on economic growth and analyzed the relationship between human capital elements and anti-poverty.Thirdly,the panel data of five northwest provinces from 2000 to 2016 were used to test the correlation between the level of human capital and the growth rate of farmers' income.The effect of human capital on the incidence of poverty and the contribution of human capital accumulation to anti-poverty were measured by household survey data of a deep poverty-stricken county in Gansu.Finally,based on the above research and analysis,this paper puts forward some policy suggestions,such as vigorously developing rural education,strengthening vocational skills training,improving the relevant medical system,improving the household registration system and land transfer system.Moreover,the ending explains the direction of further improvement and efforts in this study.
