With the continuous deepening of reform and opening up,the demand of society to education is increasing highly. And basic education is the basis of education. So the state's financial investment in education gradually leads to free primary and secondary education. However, with the uneven distribution of educational resources in recent years, many places are proposing the supervision and evaluation to education, thereby strengthening the construction of weak schools. Supervision and evaluation has multiple functions, they not only assume the basic inspection, identification and regulation of inherent features, but also supervise and provide a basis for educational decision-making, and strengthen the relationship between education and society, and other functions. The most important is to promote educational development. Establishing a scientific and reasonable supervision and evaluation index system to assess the quality of basic education accurately, objectively and fairly, not only has a great practical significance on the development of basic education, but also is conducive to the implementation of China's "Technology and education rejuvenate country". In this paper, based on domestic and international educational research, conforming to the needs of society to network information technology and the development of modern education, the topic of supervision and assessment system based on Web is proposed.Firstly this article make a comprehensive dissertation to the meaning, characteristics and evaluation of supervision and assessment of basic education. Supervision and evaluation indicators are determined according to the existing information of supervision and evaluation and the characteristics of basic education. The indicators to determine the first level have management system team building, investment in education, school conditions, pre-school education, compulsory education, secondary education, adult education, private education, the quality of education, and so on. Secondary indicators have 58. The key is to determine the indicators of supervision and evaluation and the construction of evaluation models, and through the multi-angle analysis and discussion, and use analytic hierarchy process and fuzzy comprehensive evaluation method to design and demonstrate the weight coefficient of supervision and evaluation index, in order to establish a scientific, standardized, comprehensive index system of supervision and evaluation of basic education.The selection of comprehensive evaluation is on the basis of the characteristics of supervision and evaluation index system. The secondary indicators have easily quantitative indicators, and difficultly quantitative which using the fuzzy comprehensive evaluation method by comparison, analysis. AHP and fuzzy comprehensive evaluation method can solve some indicator to difficultly quantify. With their special method of dealing with fuzzy things, they adequately and scientifically reflect a combination of qualitative and quantitative ideas to evaluate the results of uneasily quantifiable indicators. They not only provide a more accurate quantitative data better to get a quantitative indicators of supervision and evaluation with easily quantitative indicators, but also provide accurate and appropriate evaluation rating, so that there is an objective basis for qualitative assessment.The system using Java + Eclipse + Tomcat + SQL2000 development platform, has developed a fully functional, simple, safe Web-based supervision and evaluation system, which has many functions to evaluate of the quality of basic education. The results of evaluation not only have comprehensive assessment to meet the horizontal comparison of schools, but also the qualitative assessment of each side. On the one hand, it is easy to compare vertically schools, to make the school know their strengths and weaknesses, and to constantly improve their overall level; On the other hand, it is to promote local government education sector to increase financial input in education, in order to support the favorable condition of improving overall educational level of citizens.
