Rural Social Development Effects Of The Industrial And Commercial Capital Inflows

Since the reform and opening up, China town business in the course of development accumulated massive material manpower finance resources and so on, but our country rural are faced with "ground, labor, capital" three elements outflow. In the pursuit of efficient agriculture, transform to the modem agriculture, a lot of places in order to promote the agricultural scale, very keen on introducing industry and commerce capital to manage the agriculture. Big companies lease farmers'land and take scale management, because of its large investment, using a comparison advanced technology and familiar with the market information, therefore the agricultural production efficiency are very high. But the problem is that the company could not hire all the farmers who worked on the land. The commerce capital brought huge change to the rural social development, this change has both negative and positive side. Research on capital why went to the country, the effect to the rural social development, and how to regulate the capital, are related to the farmers'interests, the stability of the rural, the development of the rural and the solution of the problem related to agriculture, rural areas and farmers.The party's 17th third session around, scholars launched a new discussion about the problem that developing modern agriculture in the rural land reform, how to deal the relation between capital and farmers. From the law of economic development, most scholars think that the capital can and should be relatede with agriculture to achieve a "win-win", but partly scholars think that capital should not relatede with agriculture and even have no good benefits, and some people even think that make the commerce capital relatede with agriculture is the capitalists exploit peasant.Taking XiaoGangCun as a case, which was in anhui province. We collect data from participate observation and unstructured interview. We analyzed commerce capital's effect to the rural social development from four dimensions. They are the effect on the rural economy, the effect on the rural society politics,the effect on the rural culture,the effect on the capital of rural social development. In the study we devided the four dimensions into some small aspects. The rural economic influence dimension can be subdivided into six index:production principle, form of production organization, production technology, production standards, farmers fight with market ability, rural infrastructure. The influence of rural politics can be subdivided into three index:the influence of clan organizations in maintaining the local politics, the changes of political subjects and the level of political participation. The influence of rural culture can be subdivided into two index:the dynamics change of custom to hold together on social culture, the change of social interaction pattern. The influence of rural society can be subdivided into three index:the mode of sustain credit, the social system is formal or not, human relations near or not.Through the study of the case, the author thinks that, the effect of the commerce capital relatted with agriculture should be look at it into two sides, neither with whole agree nor whole disagree. Think from the development trend, commerce capital relatted with agriculture can not avoided and it's a favorable condition to the rural economic and social development. Urban commerce capital should be introduced, but we hope in the link of service, process and circulation, In the planting link, we still hope to maintain household contract management, do not emphasize introduce urban commerce capital, but should limit it to lease farmers guound.
