The Study On The Establishment Of The Graduate-Education Quality Assurance System In China

As the scale of postgraduates expands rapid, our country has become the education superpower in quantity, and is now marching forward to postgraduate-education superpower in quality. To improve the education quality becomes the central task of the graduate development in China. Therefore, how to construct a scientific and effective graduate education quality guarantee system became the important topic the whole society care, and the core subject of discussion and research in the field of graduate education and practice.This paper is based on the quality process method theory, quality trilogy theory, total quality management theory, and the graduate education quality assurance system structure is studied. First, it summarized the present situation of the graduate education in China, dissected the existing problems like the quality standards, the tutor team, quality evaluation, etc, analyzed the causes in the environmental restrictions, lack of resources, system obstacles, cultivating pattern, and then put forward the necessity of reconstructing the graduate education quality guarantee system. Next, this paper qualitative analysis the basic principles of establishing the graduate education quality guarantee system: namely the customer benefit principle, dynamic development principle, systematic principle, global control principles and continuous improvement principle, and then put forward the idea of graduate education quality assurance system framework of China; Finally, specific demonstrates the connotation, basic requirements and its realization way of the elements constructing graduate education quality guarantee system ,and the elements contain quality standards system, quality execution system, quality evaluation system, quality accountability system and quality improvement system .
