A country's development needs knowledge which tightly sticks to education and the teacher flow mechanism play an important role in influencing teacher structure which is good will bring high level of education. Undue mechanism of teacher flow produces gaps, especially between poverty belt and developed zone. Analysis on authorized size of teaching body and teacher flow status in Xupu county, a poor county, reveals many defects of the teacher flow mechanism that appear acute structural imbalance in teaching body: unreasonable distribution of teachers to different study stages, irrational structure of subjects, inappropriate age composition and imbalance distribution in different areas by virtue of the number fluctuation of students, lack of professional teachers, the aging tendency and the human factors. Making reference to the inland and foreign experience, suggestions are put forward for completing construction of the teacher flow mechanism by means of supplement mechanism, teacher training and exchange mechanism according to Xupu county's situation, so as to shrink the disparity between rural and urban schools, the weak and the strong, and balance their education level.
