At present,the development of compulsory education in China has shifted from the basic popularization to the connotation development and the quality improvement,which puts forward higher requirements to the overall quality of the teachers' team,and the phenomenon of the flow of teachers in primary and middle schools has become increasingly prominent,and it gradually becomes the hot spot of social concern.The study of the rational flow mechanism of urban and rural teachers will help to promote the rational and effective flow of teachers,which is of great significance to promote the development of basic education in urban and rural areas.This paper,taking X County in Shanxi Province as an example,studies the flow problem of urban and rural teachers in the county under the balanced field.By analyzing the current urban and rural teachers mobility policy,the flow of the implementation process and the flow results,this paper presents the current situation of teachers flow in urban and rural area.Combined with questionnaire and interview,this paper discovers the problems which exist in the teachers flow in rural and urban area,and put forward the appropriate suggestions.The article is based on the following ideas.The first chapter,introduction.This study is discussed from the four aspects of topic selection,research significance,defines core concepts,literature review,research methods and ideas.The second chapter shows the theoretical basis and analysis framework of the urban and rural teachers' mobility mechanism in the county.This paper expounds the theoretical basis of the urban-rural teacher 's mobility mechanism from the theory of educational equilibrium,the theory of mechanism design and the theory of talent flow,and introduces the analysis framework of this paper.The third chapter presents the analysis on the current situation of urban and rural teachers' flow mechanism in X County.This paper takes X County as the research object.First,it introduces the basic situation of X County.Second,it illustrates the status quo of urban and rural teachers' flow mechanism in X County from the fact that flow policy system of urban and rural teachers in X County has been basically established,form the the fact that relevant organizations have been basically formed,and from the fact that the urban and rural teachers' mobility mechanism has achieved certain results.The fourth chapter shows the analysis on the problems and causes of the flow mechanism of urban and rural teachers in X County.This paper analyzes the problems existing in the decision-making mechanism,the implementation mechanism,the use mechanism,the monitoring and evaluation mechanism of the urban-rural teacher's mobility mechanism,and analyzes the reasons.The reasons are:the design idea of the urban-rural teacher's mobility mechanism is not enough,the policy is not sufficient and encounters the interest game,the strong administrative force ignore the needs of teachers in the flow of teachers,and there is no dynamic monitoring mechanism.The fifth chapter puts forwards to measures to improve the flow mechanism of urban and rural teachers in the county.To improve the urban and rural teachers mobility policy decision-making mechanism,the policy objectives have to be clear and stratified,the development process has to be democratic and scientific,policy publicity has to be immediate;to standardize the implementation mechanism,the selection of mobile teachers has to be selective,the multi-sectoral linkage mechanism has to be established,and the diversification of incentives has to be activated;to improve the use of urban and rural mobility teachers,it is necessary to optimize the flow of teachers teaching behavior and to ensure a long-term flow;to establish a monitoring and evaluation mechanism,it is imperative to the establish scientific evaluation and monitoring system,to rationally use the results of evaluation and monitoring.So as to build a scientific and effective urban and rural teachers flow mechanism,and enhance the effectiveness of urban and rural teachers mobility.
