Since the 1990 s, the phenomenon of school teachers’ uneven flow has come out one after the other, the teacher’ teaching flow dominated by the government is beneficial to the rational allocation of teachers, optimizing the structure of teachers, promoting the balanced development of compulsory education, achieving the education equity. In this context, through inquirying the value of the teachers’ flow, the real performances of the teachers’ flow, the policy papers of the teachers’ flow, and after analyzing the real practice cases, this paper from the aspects of material foundation, institution, culture, builds an effective guarantee mechanism for the teachers’ flow.This paper is divided into seven parts:Part I: Introduction. This section mainly deals with the significance of studying on the guarantee mechanism of the primary and secondary teachers’ teaching flow, literature review, research lines and methods, as well as research priorities and problems. The author intends to know the whole research situation of the guarantee mechanism of the primary and secondary teachers’ teaching flow, by its relevant contents, aiming at making the direction and path of this research clear.Part II: The value of the primary and secondary teachers’ teaching flow. From the individual teacher development, school development, regional balanced development of compulsory education, this section explores the value of the primary and secondary teachers’ teaching flow in three aspects, to have a further understanding of the significance of primary and secondary teachers’ teaching flow.Part III: The reality of the primary and secondary teachers’ teaching flow. Through literature, newspapers and other ways, we understand the current situation of spontaneous teachers’ flow and the government-led flow, preliminarily inquiry the elements of the guarantee mechanism of the primary and secondary teachers’ teaching flow.Part IV: The policies of the primary and secondary teachers’ teaching flow. By interpreting the policies of the primary and secondary teachers’ teaching flow in recent years from the national level and provincial level, we know the contents, the features, and the trends of the policy. This tells us that the government has provided what policies to support for the school teachers’ teaching flow.Part V: Case analysis of the primary and secondary teachers’ teaching flow. This section, taking the teachers’ flow in Jiashan County as an example, using the methods of literature and interview as well as observation, examines the various measures taken by the Jiashan County in the promotion of the teachers’ flow, explores useful experiences in flow pattern, management, guarantee system, and analyzes the encountered problems of the teachers’ flow in Jiashan County. Jiashan County is “national education system reform pilot project- Compulsory school teachers flow” Pilot County, so the case is typical.Part VI: Research on the guarantee measures of the primary and secondary teachers’ teaching flow. Based on the previous chapters’ studies, in order to promote the flow of teachers dominated by the government carried out smoothly; this section provides a comprehensive guarantee system for teachers’ flow from material condition, institution, culture. Material guarantee is the foundation, the precondition; cultural guarantee is the guide; institutional guarantee is the core. The effective combination of the three will play a maximum effect in promoting the rational and efficient flow of primary and secondary teachers.Part VII: Conclusion. This section will discuss the current development and future development trend of the guarantee mechanism of the primary and secondary teachers’ teaching flow, and summarize the problems, shortcomings and direction of further efforts of this paper.
