The flow of talented personnel is the reflection and objective requirements of economics development. As a part of talented persons, the flowing of state-owned university teacher is inevitable. Whether the flowing of state-owned university teachers is reasonable or not is related to the stability and development of teachers team, and then, affect the improvement of higher education in our country. So, how to manage the flowing of state-owned university teacher in a scientific way is an important research every college has to confront with.This paper first gives the definitions of" state-owned university teacher flowing "and " reasonably flowing of state-owned university teacher " ,elaborated the significance, present situation, mentality and methods of research about this paper. Then it describes the present situation, finds out problems existed and analyzes the reason of state-owned university teacher flow in our country in detail by the international human resource flow theory and the human resource management and development theory. Experience and the enlightenment of state-owned university teacher flowing are given by comparison of situations both at home and abroad.State-owned university teacher flow should be an open circulatory system, and contains three parts of flow in, stabilizing and development, and flow out. In the last chapter of this paper, first, a model is formed, then the author tries to structure the mechanism about reasonably flow of state-owned university teacher. It is a prerequisite to set up external ambiance. It contains five parts of changing teachers'attitude to flow, improving social insurance system, reforming the policies of teacher flow, setting up state-owned university teacher flow market and enacting talented personnel flowing rules. The management of state-owned university teacher flow in, it focuses on three points of scientific forecast and investigation, broadening teacher recommending channels to refrain inbreeding and making more favor for the flowing in of teachers in western distract. The ways to assign and stabilize teacher team could be taken as following: optimizing the surrounding towards state-owned university teacher development, constructing and perfecting stabilization mechanism, strengthening the train and improvement state-owned university teacher training and improving and so on. Controlling backward flow out and propelling forward flowing out is the key to the management of state-owned university teacher flow out.
