The compulsory education balanced development of education in our country enterprise development the important strategic target,and the construction of teaching staff is the core and key to achieve this goal,a series of relevant documents pop out.Teachers are the people to develop the culture.teachers generally mean good quality education.Famous teachers are popular among the public.Education balanced development is the optimized configuration obligation education various resources,each of.which has equal rights on education.At the key point of the compulsory education balanced development of teacher team construction,teacher flow has become the focus,and its mechanism construction has become increasingly popular.Education modernization in the process of development,regional economic and cultural environment,such as geographical differences in east and west,between the urban and rural education development is also extremely unbalanced,teacher flow to the east,flow to the urban area,aiming at the situation,governments actively introduced "teaching""three supports and one assistance "free normal" "special education" and so on policy to weaken the corresponding teacher resources imbalance situation.On January 20,2018,the committee issued a landmark policy document on the construction of the teachers'team in the new era.And rejuvenating the country will be strong,Strong country relays on the great education,which must enhance good teachers,the first education is indispensable to the development of the construction of teachers team,and to implement compulsory education balanced development,is the need to encourage compulsory education more constructive configuration of resources,its core is the key to the rational allocation of teachers.In the context of education balanced development,teachers'movement becomes the breakthrough point in the construction of teachers' team,and also establishes the core position of teachers in the path of balanced development.The author in this study selected Chongqing Banan in this study the research object,to explore the compulsory education balanced development horizon,teacher flow mechanism,in the mode of method combining the literature review,case,interview analysis,understand the teachers on the flow,according to the base of the achievements and problems of primary and secondary school relevant teachers,at the same time to have been considered to be a balanced Banan in policy implementation,operation mechanism,social security and other aspects of effects and the insufficiency.The system of communication mechanism,material,spiritual culture guarantee and so on.in order to further improve compulsory education teacher flow mechanism,puts forward corresponding countermeasures and Suggestions.This article is divided into five parts,the first part of the introduction is to give out the research background,problem,meaning,and give related literature reference,do the definition of some relative nomenclatures and research ideas;The second part is to describe the vital value of the rational flow mechanism of teachers.The third part is to give a case of the compulsory education balanced development of Banan distract's actuality and main efficiency as a base to research the problem of teachers on the flow.The fourth part is to analyse the comprehensive review question.The fifth part is to research and analysis results,commanding to the news,the author puts forward to the rational thinking and suggestion on the mechanism of the teacher's mobility.
