Facing the various problems in building the schoolmaster team in reality, it is worthwhile to emphasize the importance of setting up an efficient system to educate, train and manage the masters in school management so as to raise the general level of the whole team.This essay aims to further discuss the ways of setting up a new working system for schoolmasters in primary and middle schools to make the modern rules for class management, through studying the importance and possibility of choosing ordinary teachers as vice schoolmasters.The article includes 4 sections----The first section is the introduction, including:the understanding and definition of the concepts related to vice master; the research on the history of placing vice schoolmasters in primaryand middle schools; the reality of the study of vice masters in both theory and practice.The second section analyses the importance and possibility of placing vice schoolmasters in primary and middle schools from 4 aspects:Placing vice schoolmasters is a must in the development of school's Wide Moral Education format; Placing vice schoolmasters is an effective form to promote the specialty of schoolmasters; Placing vice schoolmasters is good for ruling out the obvious disadvantages of the One Class One Master system; Placing the vice masters is the necessity to promote the construction of schoolmaster teams in primary and middle schools.The third section discloses in detail the outstanding problems that exist in placing vice masters in practice in some primary & middle schools nowadays, mainly they are:Most schools do not fully realize the importance and necessity of placing the vice schoolmasters; The goal of schools'placing vice masters is comparatively singular; There's lack of effectively divided responsibilities and cooperation between schoolmasters and vice schoolmasters; The system to evaluate and encourage vice schoolmasters is incomplete; etc.Faced with the vice schoolmasters'existing state and the problems in the schools' management of them, the article puts forward some solutions and suggestions from four aspects in the fourth section:Firstly, setting up the Wide Moral Education management system to form better outside environment for vice masters to work efficiently; Secondly, increasingly raising the vice masters'theory level and management skills by promoting the specialty of schoolmasters; Thirdly, founding the Cooperation+Teacher & Student working style for the vice schoolmasters; Finally, improving the encouragement and management systems to build up the vice schoolmaster teams.
